Rebuilding After the Most Destructive Fire in State History (Pt. 1)

On December 30, 2021, the town of Superior, Colorado was devastated by one of the most destructive fires in State history.

The Federal Government (FEMA) recognized the immensity of the situation facing the Town of Superior and issued a Federal Disaster Declaration, meaning all of the damages sustained would be eligible for Federal Public Assistance Funds.

In the weeks following the Marshall Fire, The Town of Superior issued a Request for Qualifications (RFQ) seeking local engineering firms able to help the Town begin damage assessment and recovery process. Level submitted their qualifications and were awarded the contract with the town.

Generally, Level functions as an extension of the Town Staff, something which is very rewarding and makes one appreciate what our public officials do for our communities.

Several Level Employees are working full time on this project at any given time, including collaborating with our sister construction company Level Design Build.

Weekly progress meetings with Town Staff are necessary to maintain pace with this fast moving recovery effort.

Our team is led by Senior Project Engineer – Jay Blackburn, P.E. Civil Engineering and CEO/Principal Engineer Scott Zurn P.E. As the Project Manager Jay Blackburn serves as the main consultant for the town, other government agencies, public, and other contracted services creating a cohesive approach with communication and execution.

Jay Blackburn, P.E. has been a recognized valuable team member with Level engineering and has recently signed a Level Design Partnership membership agreement; the next level of collaboration to the national collaboration of design professionals.

Whether it’s been assessment of damage to concrete, roadways, structures, utilities, retaining walls, or parks infrastructure, Level has been able to quickly provide the town valuable information to make decisions.
